The flow will be hard to tell when the bearings are going. When the pump is under load and moving water, bearings will start to make noises. Like Jason said, bearings. They are pretty easy to change and not expensive. You can find plenty of videos out there to do them if you want to do yourself.

No need to turn over the water 2 times. Just run your pump at night, you'll get the cooling and filtering all at the same time.
