    Drained and refilled and now trips ground fault breaker as soon as powered on

    Start by checking voltages at the breaker, spa disconnect and finally at the circuit board. Make sure you have 220V from black to red and 120V from black to white and red to white. Wouldn't be the first time I have seen a circuit breaker fail like this.
