Anyone know of any good reason, other than a builder wanting to be able to cover their patoot, why you cannot have a your pool built to whatever depth/shallow/steep or long slope one’s little heart desires?

We pretty much did. And S.R. Smith told us we didn’t have a “diving pool”. and therefore wouldn’t recommend a diving board. Which is pure hogwash because what we have is everything but a non-diving pool.
 
Wall slopes are probably greater than 11 degrees. Safety ledges likely don’t meet the 2’9” depth requirement before slopes begin. WA point distance likely doesn’t conform to standard minimums. Just a guess without actual measurements.

From a depth and proximity to the house, there is a certain angle builders have to keep in mind before having to reinforce.
In the case you are in a scenario where you are too close to the house foundation and want the deep end there, possibility.

Otherwise, may be code. I know here in Houston going past 6 feet in depth is extra cost, and usually builders throw out 8 feet minimum for diving. May also depend on how tall you want y our diving board off the ground.
 
If the slope is too steep, it will cause people to slide down quickly until they are over their heads.

Hopper shape and depth for diving is very well defined.
 
Maybe some more detail and context would be helpful.

What exactly is the issue?

What was agreed to in the contract?

As noted earlier, the classification for Diving Pools is well defined for different types of diving equipment including Diving Boards of different sizes, Slides, Diving Platforms like rocks etc.
