Safety cover for 16x28’ w/ center step

I am trying to locate a stock cover for a 16x28 inground pool with center steps off the end. The steps are standard 4’x8’ plastic steps.

Question 1: does anyone sell these stock or are they all custom?

Question 2: could I just set a 16x32 cover over the pool and it sits in the concrete around the steps?
