Staining on shotcrete

Today I Noticed there is a rust/dirt color stain/trail leaking from where a plumbing return is. It did rain yesterday so wondering if this is dirt. Is this normal? Should the shell not be water tight?

Could this be rebar leaking rust?

Welcome to TFP :)

Those will get hydraulic cement/concrete put into them to make them waterproof before the plaster is done.. :)
