Hey Tammy and welcome!! You have 2 options. Either get a safety cover and screw anchors into the deck for the springs, Or treat it like an inground pool and use a tarp like cover with water/sand bags or 5 gal buckets full of water to hold the overlap in place.
Do those deck planks actually go far enough under the rail that it impossible to go over the rail and then tuck the cover back under the rail and kinda pull it through between deck planks and pool? I do something similar to that, those tarps are very thin, and there is enough play where I can create a bit of distance of between my deck and the top rail in the tight spots and pull the cover through from under the deck (where I need to go to clip them anyway).
