Ideas on how to attach ladder to Deck

I have a 27 round semi inground pool We built a deck up to it that was level with our back porch, so the pool rail/caps are over the deck. We have the confer steps in the picture. It says to fill with 40 pounds of sand. We filled with a little over and did not look like it could take anymore. They are still a little floaty. I've been finishing up the deck, but am looking for ideas of how to attach the ladder or keep it in one place. I'm going to see if I can find a way to fill up some bottles with sand to help weigh it down, but that still doesn't give us a way to attach. The website for the ladder is no real help and shows attaching by screws to the rail as an option. I don't like that as we'll be pulling them out for the winters I assume. Does anyone have anything that looks good or makes sense? We are looking at building a small platform to attach it to and to hopefully keep people from standing on the rail while getting in or out. That is a little scary as well since we'll need to bolt it through the deck and hope the wood is strong enough over the rail.
