Intex skimmer

I just installed my intex skimmer on my intex 18 x 48 pool , but the skimmer is above the water line and looks like it isn't sucking into the basket. Do i need to shut off one of the inlets going to the filter when using the basket or am i doing something wrong. Attached is a picture of the skimmer on the pool.IMG_1321.jpg
 
Does the blue part move up and down freely inside the bottom part? It looks like it's kind of wedged in there crooked in your pic. It needs to be floating above the bottom holder and able to move up and down with the surface of the water. If the bottom holder isn't mounted straight up and down, it can get stuck.
 
Hard to say from the photo, but it doesn’t look like the blue rim is floating at water surface... is it?

Dumb question - you already said it wasn’t! Your water level looks pretty low... if the rim can’t float, it’s not going to trap debris.
