Huh, that's weird so in pools, the pool is considered the source of motion even though its actually inanimate. I always thought in terms of the pump motor since it's what actually moves the water.

I just drained mine a couple of inches below the stock skimmer for install. Then I filled the pool up to probably half way up the skimmer give or take.

Not the spring turns out I'm a real maroon as bugs bunny would say. I forgot I turn the filter around when I was draining it before winter and didn't double check everything. Could the problem be lower than the plate? Like say the pipe under the valve cracked or something

I should note that even when its set to "waste" the output through the discharge seems to surge all of a sudden then slow down some then surge so I'm not even sure that's working correctly
