Thanks Matt, Don't think it is condensate as I was not using the heater when the water pooled up on the unit. I will monitor next time it rains and try to establish where it is coming from and then go from there. Thanks for all your help everyone.

Well new everything and now the heater is working great!

OK new cover, gaskets and insulation ordered. When removing old cover it was clear that it had been leaking and rusting for some time. Wish I knew how that water was collecting on the cover.

Here is a before and after pic. I have not fired it up yet because still waiting for new ignitor. hope it works and would like to find a way to keep the water from collecting there - seems like a poor design.
