To what thickness should the compacted gravel be (concrete thickness?)? Should the rebar be done in a 12" grid pattern or does it make a difference?

We currently have a concrete inground pool rectangle shape 16'x35'. The deep end is a pyramid shape 'pit' that is 8' deep at deepest point. We took the diving board out due to insurance issues. We are wanting to fill this pit end in and make it 5' deep and level. What are the steps that we...
