Were you able to fix your issue? I I have a very similar voltage reading from my board. esp the test cell where I am expecting 22-28volts, I am reading 8.6V. I have replaced my board and also my cell and the new board is also not producing the 22-28 VOltage. I measured 8.6 Volts.
