It is a pretty simple part. Look at a youtube video for replacing a spider gasket and you'll see it's not that bad. It sounds like your gasket may need replacement or just came out of its channel which is preventing the movement. Depending on the age of the valve, the older ones you can replace...

Not only that, I would think the designer should have the proper calculation available through the program based on an assumed thickness. It's too complex a shape to be able to estimate by hand. Are you handling the GC work yourself? Is this the only thing you are giving a gunite contractor?

How do you know that you had to physically change the filters? Did you pull them out and find issues? I'm a new owner too and from my understanding those things can be tricky to install correctly.
