    Obviously you need to remove the tile to check if the bond beam is cracked and deal with that. I am just suggesting that a cement saw could be used to cut all around the pool to create the expansion joint

    It might not be that expensive. You could actually DIY it with a cement saw rental from Home Depot.

    I would think that drilling out the old ones would be pretty hard. I would drill new ones slight closer to the pool so that the old ones were still covered. I installed a rail a few years ago and they come with anchors that you hammer into the holes you drill. It is super solid when installed...

    I would be concerned about the possibility of water getting between the fiberglass and the cement shell.

    If you do plan on using sand then what you could do to minimize it getting into the pool is cement down and grout the ring of flagstone that will overhang the pool. Then you could do the rest in sand and any sand washing out would occur on the outside.

    You can certainly flagstone over concrete. I did the same to my pool.     I have to agree on the ball valves. I used the same on my pool when I installed it and regretted it within a year. I would pay to have upgrades ones installed that can be broken down and replaced if necessary. But your pool looks great.

    I have done lots of fiberglass repairs albeit to fiberglass boats but the tech is the same. This should be pretty straightforwardif you are familiar with working with fiberglass. If it were me I would want to get a layer of wet fiberglass over that plywood in the back when I screwed it down...

    Ward, I would recommend that you do a search for Koiphen and post your question on that site as well. That is a Koi pond construction forum and they do a ton of koi builds with block there. From what I has seen of their builds though they are almost certainly going to tell you to do a liner.
