I live a little north of you in Carova (4X4 area) and our new fiberglass pool had 4-6 inches of sand in the bottom this spring, which was from not having fencing installed yet. I just used an old pool pump (borrowed from a friend) and vacuumed it. I had to keep a hose running part of the time...

I used a plastic putty knife to scrap off the concrete, following by a stiff brush. It did not scratch the gel coat.

Our pool is 12x28, which is perfect for my wife and me. Everything is exponentially more expensive when you live 10 miles off road on the beach. We get a lot of guests here and it does fine when there are 8-10 people at the pool. The actual water area of the pool is really only about 11x26.

They used a backhoe in town to switch trailers and used a Mack AWD trunk with air downed tires to pull down the beach at low tide. Then an excavator to unload trailer at house.
