Problem resolved! Unbolted the board from the plastic frame/buttons to inspect it - didn't see anything unusual, but decided I would reseat the "processor daughter board" while I had it stripped down. Reassembled everything and... wa la... I got led lights!

Aqualink board came from a pool supply place. It looked well packaged and didn't seem like it was a return or refurb. Unless the new transformer resolves it, I'm going to have my pool guy take a look and see if he thinks the board is bad.
