Thanks a lot, guys! I did measure at the board connector with the cell attached and I already ordered new surge board. I thought the same thing :), board is much cheaper than the new cell :)

@mark austin Mark, - have you resolved your issue and what was the problem? I have the same symptoms: all lights off on IC40, surge board has D1 red blinking, D2,6,7 - solid green. Voltage on the surge board connector (red+black) 26.9V @Jimrahbe , - is that voltage too low? anything else I can...
