Working on new pool deck. Got a question

We recently tore out our concrete pool deck. We're replacing it with a paver deck, and we're redoing our coping at the same time. We've got pretty much everything figured out (I think) except for anchoring the ladder railings (single rail on the shallow entry, double rails in the deep end) Obviously a couple 4x8 paver bricks is not enough weight to keep them in place. What options do we have? Are we stuck pouring a small concrete pad where they install? I guess we could try to color match that with the pavers so it doesn't clash too much.
Any other ideas?

Pour the concrete to hold the rails and cut a hole in the paver above, like doing tile around the shower handles.

Thought about that, just wasn't sure how to go about it. If I have this right in my head, the concrete would need an AB2 base, then 4-5 inches of concrete, then a couple inches of paver sand and paver on top?

If I was doing it, I'd keep the sand between the concrete and the paver to a minimum.

There isn't a situation on the planet where you need a couple inches of paver sand. Horrible idea. Less is more.
