Will dropping water level affect plaster or pool integrity?

Following instructions in "Closing an Inground Pool", dropped my water level below the returns. I then noticed in the comments that some people don't perform this step due to high water table levels in their area. Can't seem to find any information regarding my area, Tulsa, Oklahoma.

My questions are: Will cold weather affect the plaster above the water line and any information on where someone can look up water table information?

Yes, I found that too. Historically, Oklahoma has had Normal ranges but most of the wells shut down. The ones that still remain also show normal.
