What is this (broken) valve for?

Does this need to be opened for backwash or waste (or both)? Old owner turned it with a wrench. I’ll be replacing soon once I figure out what it is

That's your WASTE line for backwashing, rinsing, etc. The handle probably broke at some point so the previous owner just used a wrench to open & close it. It needs to be in the open position for backwash, rinse and if you need to push water directly to WASTE.

You may ask, "why have a valve on that line at all?" It's really not required since many people just have a backwash line/hose open all the time for backwash & rinse. But some people install a valve to close off that line, especially if they ever suspect they may have something wrong at the multiport valve and want to ensure no water can seep out through that waste line unless it's open.

Typically added because the multiport was leaking and it is easier to add a ball valve rather than fixing the problem correctly.

If the multiport has a leak, it is probably due to a bad gasket.
