Wedding cake step placement

Bought some wedding cake steps, and I think they're causing significant flow problems.

Going to drill some holes in them to try to improve, but we wondering if anyone has tried different placement to see if it helps? Right now I have counter clockwise flow, and they're about 60% of the way around the circle. Going to try 90% of the way around and see if that helps, but wanted to ask here if anyone has found a sweet spot.

I suspect there's going to be some sort of influence regardless of where you place the steps. But you might post a pic or two of your pool so the viewers can see for themselves.

They are going to kill flow. They are a wall. Mine just killed my flow. Just be sure to move them occasionally and brush below and behind when you can bi-weekly if you can.
