Yeah, this comes down to a "pick your battles" thing. Chalk it up to a learning experience. Finding a good electrician who knows pool wiring is a bit tough but, there has to be some in your area.

I would still report him to the town, he is doing unsafe work unlicensed, and without getting the proper permits/town inspection.
Maybe this will stop them before some poor family gets electrocuted enjoying their pool.
