In December our inground pool started taking on more water via the auto refilled. Our water bill was outrages and now stopping the fill the water has decreased to the bottom of the steps. Guess that’s where the leak is right and if so where do we get the supplies to fix it and how?

The leak may be at the steps, but it can be anywhere in the pool at that level. It takes more testing, like a "dye" test to follow the flow of water. Add more water and then some food coloring in the suspected areas. Food coloring will look like colored smoke in the water and should be able to pin-point the spot. If not, you need a leak detection company.
