I would just replace the Ortega valve with new diverter valve and put a check valve on the spa return.

I don't quite understand. Can you elaborate further?

There is the chance you have a problem other than the check valve. It could be flow or downstream restricting flow. It’s hard to say without the pump running and further tests.
if it was my pool I would replace the Ortega 3 port valve(the valve that controls pool/spa return) with a jandy/pentair 3 port . At the same time you can add a more common and reputable check valve like jandy on the spa return. The spa bypass wouldn’t be necessary, you would just have the jandy 3 port adjusted to your spillovers demand.
