Spa Plug?

Hey guys. I have small spa attached to the pool. The drain has never worked. Just moved here last year and unsure if it worked before. I just took a look at there’s this plug. Is this supposed to be removed? Or is it supposed to be here? Sorry for the poor photo.

It might have been there after being closed for the winter, or it might have a leak in that line so they plugged it.

Is there a risk I take if I unplug it and try to run it?
