Finally figured out why the SPA level was draining down slowly. The seal in the inlet valve was shot, once I replaced the waterway guts, problems was solved. NOW the level in the SPA drops to right below the grout below the spillway and stops which tells me the grout has been eaten away by the salt. The previous owner did ZERO preventative maintenance on the pool. Does anyone have suggestions for a sealer?

Chip away the old grout with a grout saw and apply new grout to the joints.
Look carefully at all the joints around the spillway tiles and stone. Especially on the sides and bottom.
