I have a Pentair Clean and Clear 100 Cartridge filter and experiencing frustration as the filter is not catching debris like I think it should. When I manually vacuum, I still continue to have debris returning into pool from return lines. Thoughts?

Is that the little mesh looking thing that sits inside filter but above the cartridge?
I replaced the internal air relief screen and continue to experience issues. So much so that I recently bought a Polaris pressure side pool cleaner and the filter leading to hose at pressure side return gets filled with debris when running it. Any other ideas for what could be causing this? Thanks in advance.
