No, you need to shoot for level. One inch out of level is considered okay, but I think 3 to 5 is a no-go. VERY worth it to make the up-front investment in getting the site prepped correctly the first time. Congrats on your purchase -- you will love it!
 
No, you need to lower the ground and then site prep so that the area under the entire pool is level side to side and front to back. Think of this as setting a deck or a patio, you need the proper grade for drainage; however, in this case, you need zero grade so that the stresses on the liner and the frame are distributed equally and the water mass equally held by the ground.

There are simply no shortcuts for this step.
