Salt Cell (autopilot) 20V 0.5A Is this Low voltage?

I am getting a check system and my salt cell is not working. I have cleaned it and I believe the problem might be the power cord which had some discoloration on the inside..

I am current showing Cell = 20V 0.5A. Can anyone tell me what this means?
