Repairing an IC40 questions

I am seeking some wisdom.
I have an IC40, which has the newer face plate. Date of mfg is 10/2014, but I bought it new (must have been old shelf stock) in 2016.
The sticker with the serial number does not have a version number.
Pressing the "MORE" button shows only 40% usage.
When I press the "MORE" button the second time, it appears to show the correct temp (60% and 80% illuminated).
Recently, the "CELL" light started coming on, and no chlorine output occurs.

I've kept it clean, and only run it at 50%.
Any known issues that could cause this that can be repaired?
I'm getting tired of throwing $600 at these every 3 to 4 years.
I can buy a lot of liquid for that...

is the cell light showing a steady green or a blinking green? Steady green with periods of no light illuminated is normal operation, and when the cell light is not illuminated, no chlorine is being produced.

It's blinking continuously.

I did a quick search here on this. Common questions: how warm is the water? Salt levels ok?

Water temp is about 75 deg F.
Salt is 3900-4100 at last measurement by pool store.
SWG reports about 4,500 to EasyTouch ctrl centre.

the salt might be a bit high but if the salt level light is steady green then it may be you need a new unit. Might be worth a call to Pentair, since you've gone through several in the past few years. They may have some insight. Sorry that I couldn't be of more help.
