How do I remove this coping to fix my liner? Also I want to paint the coping and I was wondering if it would be worth taking off all of it to paint or if I should just leave it on and paint it.

Looks like fine sand paper to rough it up. TSP to clean it, primer followed by paint. Do NOT use spray paint on a windy day.
