PVC valve fully open?

Is this PVC valve fully open? The arrow on the top of the valve, and the (broken off) handles are not exactly in line with the flow direction of the pipe (first picture)

The second picture shows another angle of the valve and shows it can’t rotate any further.

The third photo shows a different valve that is fully open and in line, and shows a better view of the arrow on top.

So do you think the red valve is fully open or did it somehow internally slip?

You may be able to replace the handle.

Turn off the valve. It is either a screw on valve handle or a pop off valve handle.

Look and see if that little round top center piece pries out with a little screwdriver.
