Pump upgrade

saw another post where the advice was to wire the pump to the line side of the switch so it always has power and leave the heater on the load side so it can be controlled with the switch. If the heater was accidentally switched on when the pump was off will that damage the heater having no water flowing in it?
 
Most heaters have a pressure switch so when the pump is off or even when on a speed that is too low, the heater should not go on.
