Pump not getting full

So in the last picture, the jets appear to be working fine. Is the only real issue the pump basket is not completely full?
 
Are the jets themselves, fairly strong? If no, there could be something stuck in the impeller vanes that is slowing down the flow so the pump cannot purge the air properly. But if the jets are strong and forceful, then an air leak is more likely. Did you check the entire pump housing for any cracks?
 
How much air are we talking about? As long as it does not reach the top of the impeller inlet, there is really no harm.

BTW, you can use a hose pouring over various parts of the pump housing to see if the air goes away and find the leak.
 
I would say there is enough water in the bowl to cover the top of the impeller, it's just not all the way to the top of the bowl......after it runs for a bit I can open it and it is not hot. Ok, will try to look for cracks.
