The white areas are not scale and keeping the pH low and brushing will make little difference in what happens.
Your pool does not look bad. We have seen much worse plaster jobs.
I would let your pH rise back to normal levels naturally and not try any more fixes on the plaster.
When was that plaster applied and water added to the pool?
