Pool Step repair

I have not been in our house a year yet, so I'm still pretty new learning about pools and repair. Obviously a previous owner patched the pool step, but it is looking pretty bad. So my question is, does anyone know what kind of patch this would have been? Also, If I take it off, what's the best way to repair it going forward? Do I patch it again or is there a better option? Thanks
