Please see video, it’s just as described, the pool guy said he tried a new capacitor (but I’m not 100% sure). Another repair guy (who cannot come to this area because he’s very far) upon seeing the video swears it’s the capacitor.

Does sound like a capacitor issue. But, check for something in the impeller that may be binding it. Sometimes that vibration is just enough to get the motor to move and start running.
