Pool Caulk Type Question

So I am trying to decide the best caulk for the gap between the tiles and bottom of my cantilever pool deck.

Typically the clear winner it polyurethane caulk and not silicone. The gap currently has silicone caulk in it. I have read in places that silicone makes it hard for other types of caulk to stick later on. This seems strange because I use silicone/replace silicone in my bath without issues so I am not sure if this is accurate. So should I still use polyurethane or use silicone?

I know that with some silicone adhesives they will stick to other silicone adhesives but not to other non silicones.

Most of the pros on this board will warn against silicone (or any) caulk. Cement/mortar/grout is the usual recommendation.
