Polaris TR28-P not picking up and not staying on pool bottom

so this is our third cold season with this cleaner. Pool stays open year-round and water is about 58F. Saltwater pool. Chemicals all good.

cleaner has taken to not picking things up and not running flat on the pool bottom. Only chnage is i bought some third party bags but i have been using those all summer and everything has been fine. Using second of three while #1 is resting. Thought they might be different mesh but the bag is not fully deplyed/inflated by the jets and the first one didnt either.

wheel speed = 26 revs per minute
water pressure to unit very strong
suction jets spraying very strong
hose floats positioned per manual

running out of ideas.
 
Did this begin happening as your pool water got colder?

The Polaris hose stiffens in cold water and may hold the cleaner back.
 
Do you have any signs of air bubbles in your returns?

Cleaner floating up is often a sign of air in the return line adding some buoyancy to the cleaner.

See if you have any signs of a small suction side air leak.

hard to pinpoint but it moves well around the pool. And has not been an issue in previous winters.
How old is the cleaner? The hoses continue to get stiffer as they age and then the Winter cold worsens that.
How is the thruster-jet adjusted? They sometimes get moved and will force the cleaner to not stay flat.
Are either of the two jets that spray into the bag clogged? That will cause the cleaner to not pick up debris as well as it should.
As was mentioned, a slight suction leak can also fill the bag with air and cause the cleaner to lift.
