Polaris 280 wheel problem

Are the wheels turning because of low pressure? Do you have flow coming out of your wall connection? Have you removed the top of the cleaner to ensure the turbine is in place and is geared into the wheel?
The tune up kit I purchased included a new turbine, bearings, etc. See photo below of contents.
Don’t want you to spend the money on something that is not broken. Just need to troubleshoot this more first.

Check the following - idler is turning the wheels, idler is turning (not broken/spun), turbine is not broken/spun, water management tube is not leaking/broken. To do the latter two, you need to disassemble the cleaner.

As above, find out what the problem is and fix that.
