It looks like everything is working except the wheels are not moving. I was wondering if I should get the tune up kit or just replace

Are the wheels turning because of low pressure? Do you have flow coming out of your wall connection? Have you removed the top of the cleaner to ensure the turbine is in place and is geared into the wheel?
The tune up kit I purchased included a new turbine, bearings, etc. See photo below of contents.
Don’t want you to spend the money on something that is not broken. Just need to troubleshoot this more first.

The wheels don't turn at all. There is good water flow it even picks up debris when its on the flat bottom.
I haven't taken the top off. I will do that.

Check the following - idler is turning the wheels, idler is turning (not broken/spun), turbine is not broken/spun, water management tube is not leaking/broken. To do the latter two, you need to disassemble the cleaner.
As above, find out what the problem is and fix that.

Thanks for the help. It turned out that the jet that feeds the turbine was blocked. I guess I got lucky this time.
