Polaris 280 floats in water, doesn't stay down

I believe there is a fix for my brand new 280 popping a reverse wheelie - front wheels toucch but rear wheels 6" off pool floor both resting and running - but I can't seem to find it. I’ve tinkered with adjusting float placement, replaced the Head Float which was defective when purchased, and checked the swivels. When resting, the 280 sits in the pool with it’s rear end up. Anyone have a solution? TIA
 
That is usually caused by a suction side air leak putting air bubbles into the returns. The air gets into the Polaris shell and affects its buoyancy.
