torn rubber flexible hole-flange:
it is a fused part of the pool vinal wall on
Intex ultra frame 22' diameter round.
no replacement part available check with intex. (it is where suction line attaches).
how to fabricate one and glue it in
or repair severe crack underside of this thing. has no replacement part anywhere.
what is it called?

There's no way to replace just this piece. You'll have to replace the entire pool liner which can be sourced directly from Intex.

Another option is to cut out the failed piece and replace it with a Hayward inlet. From there, you can either use a GAME adapter to connect to an Intex 1.5" Hose or a generic pool hose adapter like this one for smaller diameter hoses. If you go this route, make sure you have a good quality hobby razor blade. Cutting out the rubber pieces can be difficult and you'll want accuracy to ensure no leaks down the road.

It's not very difficult. You don't need any special tools or expertise. Simply purchase the fittings, drain the water below the cut line, mark the liner where the hole goes around the damaged flange, use an exacto knife to cut slowly around the hole and keep a steady hand. Remember to use pool lube on both sides of the liner.

I replaced the little inlet fittings with 2 Hayward through-wall Skimmers on my Ultraframe, which involved (careful!) cutting and some patching glue. No leaks there in 4 years of continuous use. Yes it's a bit nerve-wracking to cut the liner, but patching is completely possible.
