Plaster failure

That third picture (in post #100) with water coming out looks like he drilled a hole there.
The pool was drained on Saturday. It was hot out on Sunday and at the end of the day I noticed that some spots looked wet.
Here are a few of those.

Looks like ground water trying to bleed through. Is the ground water high?

Is the ground water being controlled?

If you tap on the spots with the back end of a screwdriver, do the spots sound hollow?

In my opinion, all plaster needs to come off and the ground water needs to be under control for the new plaster to get good adhesion.
 
You can't apply over loose plaster. No matter how good the bond, if the underlying plaster flakes off, it fails.

Also, if the ground water is bleeding through, it's going to weaken the plaster.
 
No. It’s not all off. It’s chipped away about an average of 4” or so below the tile line and around the returns and drains. He also chipped away the trim tiles on the steps and benches. He’s only gotten about 2/3 of the tile line done at this point.
Any idea why all of the dark spots and streaking throughout the old plaster? It was plastered in November 2014 and I kept up diligently with the chemicals. I always wondered why that happened.
I also wonder why the tiles here on the spa show a line of calcium deposits at the coping line.

That line of calcium is from a crack where water is bleeding through.

The dark spots might be from calcium chloride in the plaster mix or water bleeding through the gunite wetting the plaster too much.
 
@James, yeah, that’s what I suspected.
Is that going to be a problem going forward?
The pool itself was existing but the spa was a new addition.
I understand that water coming from behind the shell could damage the plaster and is likely to loosen it causing the pop offs but the spa has to be coming from the inside trying to get out meaning there must have been a plaster failure in the spa, right?
If they were to do a full chip out would they then have to do some patches on the gunite, before applying the scratch coat 2000 and the plaster, to stop this from happening again?
 
I didn’t get a chance to speak with the PB today but I see that they addressed a few more areas today.

It looks that way although they didn’t even touch the spots that they patched. Wouldn’t it make sense to chip those out since they are known trouble spots?
Does this seem like a major or minor problem?
I don’t really know what to say to prove the point of total chip out being necessary.
Any helpful advice?

Well they have gone ahead and covered all the old plaster with what I’m assuming is the scratch coat 2000.
I’m been super busy and didn’t get a chance to talk with him so I guess it’s my fault.
My wife yelled at them about it yesterday and told to get back in there and chip it all out and I haven’t heard from him since. Nobody showed up today. I guess were at a standstill.
