Pentair Mastertemp 400HD Thermal Regulator

I had a thermal regulator go in my Mastertemp 400 heater. I ordered a non-OEM replacement, and I tested it prior to installation. I read it is supposed to open at 130F. I tried at that temp with no luck, none at 140F, more 150F. Above 150F it began to open and seemed to open fully at 165F-170F. Assuming defective?
 
Pentair OEM parts are much more reliable. Stick with the OEM parts.
