Opening Chlorine and CYA level

In my region pools are left at 50%(against seismic activity) water level with no circulation during winter and before summer are emptied completely and go through detailed cleaning with acid and brushing(people usually don’t want to maintain their pools during winter and it is usually not their primary residence, and manual labor is less costly compared to cost of electricity during winter).

After that pools are filled with water and many people SLAM their pools at this point even though the water is totally fresh and pools are spotless clean. My question is does it make sense to raise chlorine level to SLAM level at this point and if so should there be any CYA added during this procedure?

You should have at least 30 CYA before slamming or you will lose too much FC to the sun. Follow the process if necessary...Link-->SLAM Process
