Absolutely. Swimming aerates the pool water too!

I have seen a lot on Aeration to raise PH without increasing TA I have a small air compressor, thinking of buying a cheap air line and punching holes in it for lots of small bubbles, or looking into a fountain on the return. Either way I know it will not be fast, but as long as I monitor Ph we can swim in it, correct?

Yes; not a problem to swim in the pool with a high TA. Just keep the other pool chemistry as close to balanced as you can.
Once you get the TA down and SWG % output set to keep your chlorine level stable, your pool won't require much work other than regularly adding muriatic acid to lower the pH.
