In the past, we have always had trouble with algae growth under steps and vac cannot clean under the steps.
We are considering using a fold up dock set of steps. Not sure if this would be a bad idea. Wondering if we just should get new normal steps but need to change our maintenance tasks. Please comment

While removing steps does have some advantage, I feel you are putting a Band-Aid on the real issue. If you have algae, it is because of low chlorine levels. A properly chlorinated pool will prevent algae, even under the steps.
On your PM logs - 7 mths ago - there was a CYA of 55 but FC varied from near zero to 5.5. Please look at the proper levels of FC that should be maintained - FC/CYA Levels. If the FC level is maintained properly then algae will not be an issue.
You can post a new set of test data if you need help on balancing your pool chemistry.
