Ladder caused a leak its been patched but is it safe to reinstall the ladder?

Hello, We’ve had a pool for about 5 years now. Lots of problems, LOL. It’s an in-ground, indoor, salt water pool. We sprung a leak at the deep end ladder. The leak has been patched but we are unsure if we should reinstall the ladder. How well do the patches hold up? HELP! LOL. I’m stuck with 2 out of school children and no pool (no steps to get in or out)

Got pics ? Does the ladder have the rubber bumpers on the lower tubes?
 
Ok great. Inspect them to make sure the sharp edges don't touch the liner. Any idea how it cut the liner if the bumbers were OK ?
 
No pics but it has held the water for the last 2 weeks since patching it. Yes, we have the bumpers on the lower rungs.
Ladders move, a lot. Just the normal act of climbing on them will pull them away from the wall and then it will "slam" back as weight is applied by the one getting in or out. I've seen them rub holes in a plaster pool. Rubbing against a vinyl liner will eventually cause a leak. It would be good to have a second, larger, patch applied over the first to reinforce that area.
