What product would you use to patch this? I have some Kool deck paint but the thick surface bubbled and then broke.

So my pool surface at one time WAS Kool deck until I had it resurfaced with pavers.
Several areas bubbled and raised up much like your photo on my deck also. I used a putty knife to remove the loose area's and it always seemed to be larger and larger than expected. I did use this product, and it seemed to hold up well. It was somewhat difficult to get a perfect match and texture to the surround area for me, however customer reviews indicate good success.
