Is This Scale?

Weather allowed us a great day of enjoying the pool, and I noticed a white, chalky build-up ONLY around the tiles under the spa overflow. As you'll see in the pics, the buildup was mainly concentrated on the grout. I could easily wipe it off, and then it disintegrated into the pool water. Thoughts?

I think that the part above the water-line is probably efflorescence. I'm thinking that the part below the water line might be cement from plastering.
